Thinking globally about information

Did you hear the one about the 75-year old Georgian woman who accidentally sliced through an underground cable and caused internet services in her country and neighbouring Armenia to crash? This is no joke: the BBC reported that a 75-year-old woman admitted to damaging fibre optic cables while scavenging for copper. The cables, owned by the Georgian Railway Telecom company, serve eastern Georgia, Armenia and Azerbaijan. While it is easy to forget how tenuous the connections can be, the ripple effect this outage caused reminds us that we are, indeed, all connected.

Thinking globally about informationGlobalisation is more than a business buzz word; it is a fact of life. While there are certainly opportunities for doing good business locally, the interconnectedness of information mandates an increasing awareness of global markets and opportunities. In a presentation I recently heard at the Buying & Selling eContent conference (of which I am co-chair), I learned that Asia currently has more than three times as many internet users as North America and 75% more than Europe. The speaker, Ben Sargent from Common Sense Advisory, also pointed out that while English is still one of the top two "mega languages" that dominate the web, simplified Chinese is closing in fast (and Spanish and Arabic are not to be ignored).

Among the many things his presentation hammered home for me was that understanding these emerging markets will be essential as organisations work with and sell to ever-broadening populations. So I am particularly pleased that we've launched a new series of information tools here at FreePint: DocuTicker Reports with the debut being DocuTips on the Chinese economy and its consumers. In this and future DocuTicker Reports, we'll offer professionally curated collections of research reports and other information on areas of particular interest to the information community.

Our June issue of VIP will also reflect our readers' increasing interest in China, featuring reviews of BvD China Connect, and ISI Emerging Markets' CEIC and EMIS China offerings. One of our team also recently published Selected Sources for Emerging Markets: China on our FUMSI site. However, China isn't the only emerging market we'll be exploring in our publications in the coming months, so stay tuned for more insights, strategies and tools to help keep you tuned into the challenges and opportunities presented by our interconnected global community. We do, after all, want to steer clear of any international incidents that could be avoided by increased awareness of what risks might lay hidden just beneath the soil as we scavenge for opportunities.

I'm a voracious reader (both analogue and digital media) with wide-ranging interests. My Enterprise Content Management background makes me gravitate towards sites informing that discipline. When I need a break from things ECM, I go to my iPad for other interest areas, including finance/investing, politics and societal/engineering issues. In every case, the authors I read must have a flair for engaging writing and must be subject matter experts. I'm also somewhat overcome by the volume of information from email and RSS. Just as soon as one channel gets clogged (think email), someone goes to another and clogs it up (think RSS, and maybe even Twitter). Thus I've listed my choice of a different kind of aggregator. All of my tipples are iPad friendly. That is, you can read them either with the iPad's Safari browser or with a free iPad app (no need to buy a special iPad subscription).

  • AIIM Resource Center: AIIM is the premier organization for Enterprise Content Management issues, training, and overall information. You have to understand ECM as a big tent, including everything from scanning to eDiscovery. Other organizations specialize on these topics; AIIM does it all. You can get free basic membership, and that gives you access to most materials from AIIM. This link is to a list of specialized ECM communities, ranging from green ECM to email management.

  • The Digital Landfill: The "Digital Landfill" is John Mancini's blog. John (president of AIIM) is a renaissance person, and can write engagingly about his deep understanding of all things digital (think ECM). Most of Mancini's blog posts discuss "8 things" about various topics. Sample title: Continuing to extend the paper-centric paradigm is like having a blacksmith work on your Lexus."

  • PIMCO Investment Outlook: Far and away my favourite in the finance category is Bill Gross's blog. Gross is another renaissance person. He is to bonds what Buffet is to stocks, except that Gross also has a great flair for writing simply. Where else could you read a finance blog with an essay titled "Off With Our Heads" that draws upon Pulitzer Prize winning Pilgrim at Tinker Creek to analyze the US national debt.

  • FlipBook: This is an iPad app for a site that describes itself as "your social magazine." Think of this as an aggregator for tweets you follow, Facebook, All Things Digital, and other items. Additional bonus: each day there is a different beautiful photo on the start page.

  • The Huffington Post: The Huffington Post offers a very good selection of news in a myriad of categories. I personally prefer the free iPad version. With both, you can pick and choose and always find something interesting. This site must be good; AOL just paid $350 million to acquire it.

  • The Oil Drum: Some people get their dose of "scary" from the latest 3D monster movie. I get mine from this site. It has a nice combination of engineering and societal insights. The site's title is "Discussions About Energy And Our Future." That pretty much sums up what you can find there.

  • [FreePint] Community, SharePoint, and Info Mana...

    An info pro by any other name
    Last week, I attended the Computers in Libraries Conference for the first time. This event is very practitioner-focused and as an industry watcher, well, it simply hadn't risen up high on my priority list given how many events there are in the information industry. Now that I've been, CIL has moved well up that list. First off, the event attracted about 2,000 attendees. More significantly, the level of attendee engagement and interaction at this event - important markers of event quality - was high. Listening to audience questions was almost as interesting as the sessions themselves.

    During one session I attended, a panel on EBook Publishing: Practices & Challenges, the moderator asked for a show of hands about job positions: public libraries, university libraries, special or corporate libraries ... and for each, many hands rose. However it was clear that not everyone had responded so the moderator dug deeper, revealing that the packed room contained "the usual suspects" along with a remarkable number of knowledge managers, researchers and information professionals by other names.

A Rose by any other name: a new approach to name authority

Searching for author names in online systems is fraught with difficulty because there are so many possible variations for each name. So the Names Project promises to provide a much-needed solution for the many institutional repositories which are being developed. Amanda Hill describes the progress being made with this JISC-funded, joint British Library and Mimas project.

WHAT'S INSIDE: 'In some institutions the process of submitting an item to the repository is entirely controlled by repository staff members, but in over 80% of repositories any member of university staff can submit an item, which causes issues with consistency of author names. With JISC funding, the British Library and Mimas, at The University of Manchester, started the Names Project in July 2007 to investigate the feasibility of setting up a Names Authority Service using Zetoc data as the basis.'

Procuring technology the right way

Recently, I gave a talk to an audience of technology buyers in California. I asked how many work with, or will have access to, a formal procurement department. To my surprise, out of an audience of approximately 100, two people raised their hands. Only a few years ago, the percentage would've been much higher, but the reality is that, in today's workplace, business managers are expected to do more than ever before. They're expected to research, elicit requirements, negotiate with suppliers, and ultimately decide which new technology to procure for the business, with little inside or outside help. Yet, it has been my experience that few business managers really understand how to procure a technology system effectively, and there is no shame in that, as it's both a science and an art form. Hence, it's my hope in this short article to provide some basic direction and principles to follow (guidelines if you like), to help you on that path. Much of what follows is common sense, but my catch phrase is, "common sense isn't all that common". So, where to start?

Identify stakeholders

The best place to start is to figure out who your key stakeholders are. To be clear, a stakeholder is someone who has a vested interest in your procurement project. A common mistake here is to think that stakeholders are by definition senior and important people within your organisation. In reality, although you will certainly need to involve some senior people, your most important stakeholders will be those who actually use your new technology system on a day-to-day basis. In fact, these people will often decide the fate of your project. If they don't like it, it isn't going to work, because they will ensure that it won't. Once you've identified the key stakeholders, you need to capture their requirements. You must understand what they need and what they want from the new system (often different things), and you need to understand what success means to them. You will never keep everybody happy, but you need to manage people's expectations. Understanding and defining what success means to each stakeholder is the key tool in accomplishing that.

At this point, you formally need to gather together all of the various requirements of the stakeholder groups and individuals. These requirements must be documented via spreadsheets, documents and flowcharts. Once you have done this, you are ready to put together a business case...
